its either they find it highly exciting when someone shouts at them over the phone, or they cannot comprehend the adverse hidden msg when somebody yells "WRONG NUMBER!!" at them.
i mean, no matter what, even if you dont understand the person's language, when somebody yells at you, you know, you have to back off right?!?!?!
